The characters of the game were designed by Hideyuki Takenami who had previously taken part in designs for Sakura Wars, and specifically, enemy designs for Sakura Wars 2: Thou Shalt Not Die. The game itself was modified from Tokimeki Memorial: Forever with You, with improvements including an expanded area to display backgrounds and larger characters, but the gameplay between the two series varies in many areas.

source: wikipedia_ja『みつめてナイト』はコナミ（現・コナミデジタルエンタテインメント）発売のPlayStation用恋愛シミュレーションゲーム。 『サクラ大戦』のレッドカンパニー（現：レッド・エンタテインメント）と『ときめきメモリアル』のKCE東京による共同開発により作られた。脚本・設定は田村純一。キャラクターデザインはセガサターン版『サクラ大戦』にてサブキャラクターデザインを担当した竹浪秀行。 CMの出演は三森愛子。ロケーションはイタリアで行われ、メインシーンはローマにあるスペイン広場を貸し切りにして撮影を行った。当時のイタリアには「作中の世界観をイメージすることができる伝説もある」との事。 のちに『みつめてナイトR 大冒険編』というスピンオフ作品が発売される。こちらはジャンルがRPGになっており、前作とのストーリーの繋がりはなく、キャラクターは同一でありながら異なる世界観を展開した作品になっている。
