The sequel to Streets of Rage (1991), the characters Axel Stone and Blaze Fielding return while the game also introduces two new characters: Max Thunder, and Eddie "Skate" Hunter, the younger brother of Adam Hunter from the first game.
Streets of Rage 2 was developed by an ad hoc team of several companies: Sega, Ancient, Shout! Design Works, MNM Software, and H.I.C. Ancient's Ayano Koshiro was the lead graphic designer and one of the game design planners, while her brother Yuzo Koshiro composed the music. The game was programmed by the same team as the original.
Upon release, Streets of Rage 2 received critical acclaim and topped sales charts for months. The game is very highly regarded as, 1) the best entry of the series, 2) the greatest “beat 'em up” game for the Sega Genesis, 3) one of the best “beat 'em up” games in history, 4) one of the greatest and best-selling Sega Genesis games, and 5) is even considered one of the greatest video games of all time. 同社の『ベア・ナックル』シリーズの第2作目である本作は、囚われたアダムを救う為、アクセル、ブレイズ、そしてプロレスラーのマックス、アダムの弟のサミーが立ち上がる。シリーズ中でも最高傑作との評価が高い。
1993年にゲームギアに移植された他、1994年には欧州にてセガ・マスターシステムに移植された。2003年にはセガゲーム本舗の1作としてWindowsにて発売、2007年にはWii用ソフトとしてバーチャルコンソールにて配信された他、Xbox 360用ソフトとしてXbox Live Arcadeにて配信された。2015年にはセガ3D復刻プロジェクトの1作としてニンテンドー3DSにて配信された。その他、PlayStation 2およびゲームキューブ用ソフト『ソニック ジェムズ コレクション』（2005年）やPlayStation 3およびXbox 360用ソフト『ソニック アルティメット ジェネシスコレクション』（2009年）などのオムニバスソフトに収録された。
