It was developed by Bullfrog Productions for the Amiga, Atari ST, and MS-DOS and published by Electronic Arts in 1991. A Mega Drive version, converted by PanelComp, was published as Two Tribes: Populous II in 1993 by Virgin Interactive Entertainment. Like its predecessor, Populous II is a god game, where the player is guiding their people in battle against the followers of an enemy god. Whereas Populous only generally alluded to undefined deities, Populous II is specifically set under the backdrop of Greek mythology. The player is a demigod, one of Zeus's countless children with mortal women, and has to battle one Greek deity at a time until finally facing his father. Zeus has promised to let the player into the Pantheon on Olympus if he can survive all the battles. A data disk was released as Populous II: The Challenge Games. It was set in Japanese mythology instead of Greek

Er erschien erstmals am 1. November 1991 für Amiga. Am 1. Januar 1992 folgte unter dem Titel Populous II: Two Tribes eine Version für Sega Mega Drive und Atari ST. Die Portierung für MS-DOS kompatible PCs erschien zusammen mit dem Super Nintendo Entertainment System am 1. Januar 1993. Am 1. Januar 1994 wurde es für MacOS veröffentlicht. Mit Populous II: The Challenge Games erschien eine Erweiterung. In der Populous II: Plus Edition wurde Hauptspiel und Erweiterung vereint erneut veröffentlicht. Es ist der zweite Teil innerhalb der Populous-Serie und der Nachfolger zu Populous von 1989.

È stato progettato nel 1991 da Peter Molyneux per la Bullfrog Productions e pubblicato dalla Electronic Arts. La Imagineer Co. pubblicò conversioni per i computer giapponesi PC-98, Sharp X68000 e FM Towns. Il gioco è il seguito di Populous. Nel 2024 il gioco è stato pubblicato su Steam ed è quindi disponibile da pc da Bullfrog Productions ed Electronic Arts. Non è però disponibile in versione italiana. Il giocatore impersona un semidio della mitologia greca e deve guidare il popolo dei suoi seguaci mortali contro i popoli di altri dei. Nell'espansione Populous II: The Challenge Games si impersona invece un dio della mitologia giapponese e i livelli hanno elementi di rompicapo.
