It runs on the Taito SJ System arcade system. The game was a critical success and was the top-grossing game on the Japanese arcade charts for three months in late 1983. It has been ported to a variety of home systems and appeared on Taito compilations. An arcade sequel, Elevator Action Returns, was released in 1994.

Il protagonista è Agente 17, nome in codice Otto, un agente segreto che si infiltra in un grattacielo, dopo essersi calato sul tetto con un rampino; egli deve riuscire a rubare alcuni documenti e poi a fuggire rubando un'auto dal garage posto al piano terra. Ma l'edificio brulica di guardie armate e può essere attraversato solo grazie a numerosi ascensori (elevator in inglese) e scale mobili.
